The availability of sound intelligence and analysis is important for the development of evidence-based policy.

Learning Insights have been designed so as to provide considered, robust and accessible overviews of subject areas and key issues relevant to the development of learning in Wales.

The purpose of these papers was to review existing research and statistics relating to three thematic areas as the basis for assessing policy on learning and skills development in Wales. The three thematic areas were the demography of Wales, the phenomenon of economic in activity in Wales, and basic skills issues in Wales.

Each Learning Insight comprises a technical paper setting out some key statistics and analysis. This forms the main part of the document. However, the Insight begins with a general summary and discussion of findings which is sufficiently selfcontained to be read on its own by those who do not wish to consider the more detailed findings on which it draws.
