Research to identify which low income households are the most vulnerable from living in cold homes and therefore are likely to be in the greatest need of a home energy efficiency intervention.

The project identified several risk factors for the harmful effects of living in a cold home. 

These include:

  • older adults
  • young children
  • households with someone who is disabled or have a long-term limiting illness
  • respiratory or circulatory disease
  • mental health problems

The research made recommendations for how a new energy efficiency scheme could be implemented in order to best target those who are most at risk of the effects of living in a cold home.

Projections for how many eligible households could receive improvements were made, given a variety of available annual budgets.
