When you can appeal
Your local planning authority makes decisions on planning applications.
The LPA can consider that an application for planning permission (or anything accompanying it) is not valid. If they do they must give notice to the applicant explaining why the application is invalid.
You can appeal the non-validation of an application within two weeks from the date of the notice.
There’s no fee for appealing.
Only the person who made the application can appeal.
When you can expect a decision
Once your appeal has started you’ll normally get a decision within 21 days but it can take longer.
How to appeal
Make your appeal to Planning and Environment Decisions Wales (PEDW).
If you want to appeal more than one notice you must make a separate appeal for each.
Send a copy of your appeal, including all the supporting documents, to your local planning authority. The appeal guide will tell you how to do this.
Documents you must provide
You’ll need to submit copies of:
- a copy of the notice served by the local planning authority
- a copy of the application made to the local planning authority
- all plans, drawings and documents you sent to the local planning authority
- a copy of the notice of the decision to grant planning permission ( for certain appeals)

After you appeal
PEDW will check your appeal to make sure it’s valid. They’ll tell you what happens next and how long your appeal may take.
PEDW will then consider your appeal. You’ll normally get a decision within 21 days of the starting date but it can take longer.
If anyone behaves unreasonably
You can complain about how PEDW handled your appeal.
