This review outlines the evidence base on the complex and inter-related links between ethnicity and overcrowding.

It is difficult to unpick the causal relationships between socio-economic disadvantage, ethnicity and overcrowding. However, there is evidence that Black and Minority Ethnic groups are disproportionately affected by overcrowding. Gaps in the evidence were identified with regards to impacts of overcrowding on minority ethnic groups and, drivers of overcrowding.
