Amber weather warning

2.1 The First Minister advised Cabinet that the Met Office had issued an Amber Weather Warning for extreme heat towards the end of the week, which would cover parts of Wales.

3.1 Cabinet considered the contents of the Plenary grid and noted that the Renting Homes (Wales) Act 2016 (Consequential Amendments) Regulations 2022, which were due to be debated on Tuesday, had been withdrawn and would be re-laid for debate in the autumn. The debate on the three associated Regulations would proceed as planned.

3.2 Voting time on Tuesday was scheduled for 7:35pm and around 7:10pm on Wednesday.

4.1 The Minister for Climate Change introduced the paper, which asked Cabinet to agree to the publication of the National Transport Delivery Plan consultation document.

4.2 The Wales Transport Strategy set the vision for an accessible, sustainable, and efficient transport system. It included a target of 45% of journeys to be made by public transport, walking, and cycling by 2040. This represented an increase of 13% on the 2019 estimated mode share. 

4.3 A National Transport Delivery Plan had been developed setting out the programmes, projects, and policies, which would need to be delivered over the next 5 years. The plan helped delivery partners and the supply chain support delivery. There was also a monitoring and evaluation framework for the strategy to track progress and baseline data was recently published by Transport for Wales.

4.4 The plan set out the strategic context and the steps needed to encourage people to change their transport behaviours.

4.5 Cabinet approved the paper.
