Since taking up post, I have made clear that ensuring all learners get the support they need is a top priority for me. That includes listening carefully to the concerns raised about the implementation of the Additional Learning Needs (ALN) system.
In October 2024, I launched a review of the ALN legislative framework. This was the first step in understanding the issues being experienced by those delivering and navigating the system, and in identifying how we can resolve them. I want to thank everyone who contributed to this work. Their insight has been invaluable.
This review was in addition to the comprehensive evaluation of the system which has gathered insights from the workforce, parents and carers alongside thematic reports and ongoing evidence from Estyn.
This analysis has confirmed that some principles underpinning the ALN reforms—particularly the focus on inclusion and person-centred planning—continue to be strongly supported. However it has also highlighted a number of challenges that I want to address to improve the consistency of delivery across Wales.
It was my intention to publish the review before summer recess. But before doing so I want to explore the issues raised and co-produce practical solutions with partners to address my five priorities:
- Provide clarity to the education sector on how to support children and young people with ALN.
- Improve national consistency in delivering the ALN system.
- Ensure children, young people and their families have the right information and support.
- Improve multiagency integration and collaboration to meet the health, social care and educational needs of children and young people with ALN
- Explore a longer-term vision for an inclusive education system.
I will provide a further update to the Senedd in the autumn, setting out the next steps in this important work.
