Cadw Heritage Conservation, Repair and Regeneration Scheme.
3. UK legal basis
Cadw is the historic environment service for Wales and as such has statutory powers as set out in the Government of Wales Act 2006 (GoWA 2006) and the Historic Environment (Wales) Act 2023 (2023 Act).
The 2023 Act requires Welsh Ministers to list a building or schedule a monument of special historic interest irrespective of ownership. These designations reflect the public interest of these historic assets. Section 62 of the 2023 Act allows the Welsh Minsters to commit expenditure on acquisition and preservation of monuments of special historic interest and section 150 of that Act allows the Welsh Ministers to give grants for repair or maintenance of buildings or gardens.
Section 58A of the GoWA 2006 confers executive ministerial functions on the Welsh Ministers which are exercisable in line with devolved competence; this includes the ability to do things such as incur expenditure, enter into contracts and provide grants. Section 61 of GoWA 2006 allows the Welsh Ministers to do anything which they consider appropriate to support culture which includes the historic environment.
4. Specific policy objectives of the scheme
The Welsh Government, through Cadw its historic environment service, works to provide an accessible and well-protected historic environment for Wales.
This scheme is intended to provide support towards the repair, conservation, and development of historic assets, listed buildings, ancient monuments, registered parks and gardens and conservation areas.
5. Purpose of the scheme
The subsidy provides support towards the repair and conservation of historic assets, listed buildings, scheduled monuments, registered parks and gardens and conservation areas. This can include conservation works or works to bring historic assets back into beneficial use protecting them for the enjoyment of future generations.
The subsidy is for owners of historic assets in Wales or those with the permission of the owner. The subsidy on offer is in the heritage sector and includes grants for sums ranging from £0-£5,000,000. In most cases the proportion of subsidy invested in a project is 50% (of eligible costs) with the remainder being match funding from other sources this can be exceeded in exceptional cases.
The subsidy is primarily for urgent repairs or other work required to address risk by preventing loss of or damage to important architectural, archaeological or landscape features. The outcome of every project should be the protection of the significance of the site or to enable such protection to happen. The subsidy aims to secure a sustainable future for the historic environment. The subsidy is administered by the Welsh Government via its Historic Environment service – Cadw.

8. Summary of the terms and conditions of the scheme
There is no automatic entitlement to support from Cadw. Assistance may be offered through a range of grants operated by Cadw, based on the merits of the proposed project, and an assessment of need for assistance and the wider benefits of the project at local and national level. Any funding is subject to rigorous due diligence appraisal and internal approval by Cadw.
Applicants must apply for assistance to Cadw before work on the project or activity has started, and the application must be approved in the form of a written grant offer letter before work can commence on the project.
9. Basis for the calculation of subsidies under the scheme, including a summary of any conditions relation to subsidy ratios or amounts
The subsidy on offer is in the heritage sector and includes grants for sums ranging from £0-£5,000,000. In most cases the proportion of subsidy invested in a project is 50% (of eligible costs) with the remainder being match funding from other sources this can be exceeded in exceptional cases.
The subsidy delivery method is designed in such a way as to minimise public sector cost and be proportionate by keeping the level of intervention is capped at 50% of total eligible costs where possible
Works are procured on a best value basis with the requirement for formal tendering exercises to take place in line with public sector procurement guidance (dependant on project value). Evidence of match funding is a requirement of an application for this subsidy and expert evidence of the need for a project is provided prior to any subsidy being awarded.
