This research investigated how social landlords decide how to set their rents.

The research found that, generally, most social landlords in Wales set their rents close to the rent cap. There was little variation in rent setting between Local Authorities and Registered Social landlords.

The majority of social landlords in Wales used the living rents approach to inform how to set their rents.

A review of rent-setting in UK and OECD countries found their approaches may not be suitable for Wales.
