Background
Ystadau Cymru is a partnership between public and third sector organisations within Wales. It was established by the Welsh Government to enable, support and encourage excellence in public sector collaborative building and land asset management.
Ystadau Cymru is aligned with the Well-being and Future Generations Act 2015 and Programme for Government. It supports the Welsh public service in being more holistic in its decision making and recognises the importance of working together in building a stronger, greener and more sustainable Wales.
Supporting the Programme for Government, a key aim of Ystadau Cymru is to assist with and encourage the decarbonisation of the public estate.
Purpose
The Local Government Decarb Strategy Building’s Deep Dive in April 2021
recommended that Ystadau Cymru work strategically with Local Authority estate managers to provide training where appropriate, build a bank of decarbonisation estate case studies and generally ensure decarbonisation is at the forefront of the estates management agenda across the public estate in Wales.
The Sustainability Working Group will help Ystadau Cymru, as strategic lead for the public sector, work with estate managers across the Welsh public estate to develop the following:
- Strategic Guidance for decarbonising and adapting public assets for climate change
This will include supporting colleagues and the Energy Service in developing this document and ensuring it is fit for purpose. Support may be in the form of:
- Sharing experiences though meetings and/or workshops
- Helping to gather participants for meetings and/or workshops to ensure all sectors have a voice and a chance to shape this work
- Creating or collating case studies that may be useful
- Testing proposed methodologies in real life situations.
Term
This term of reference is effective from April 2025 and will be ongoing until terminated by agreement between the parties.

Roles and responsibilities
Further to the information contained in section 2, the group will also be responsible for:
- Promoting collaboration across the public sector in Wales in terms of priority areas including Decarbonisation, Biodiversity and adaptation.
- Identifying any knowledge or skills gaps
- Promotion of relevant training
- Sharing lessons learnt – for both grant applications and case studies.
Proposed objectives
- Engage with stakeholders, including those at higher levels to, influence work around decarbonisation, biodiversity and adaptation.
- Develop a strategic plan for decarbonising public buildings which will include information of adaptation.
- Share best practice, relevant case studies and training opportunities.
- Review and map aligned groups and work streams that are already established across the Welsh public estate and understand how Ystadau Cymru work with these groups.
Meetings
Meetings will take place every quarter or more frequently if the need arises.

Secretariat support will be provided by the Ystadau Cymru secretariat team.
