Safeguarding people from abuse, neglect, and other forms of harm is a continually evolving area of practice. To ensure our systems remain effective, responsive, and focused on achieving the best outcomes for the people of Wales, it is essential that they are subject to regular review and remain fit for purpose.

In line with this commitment, we are undertaking a review of the current accountability and governance arrangements for safeguarding in Wales.

This review will examine:

  • The roles and responsibilities of the National Independent Safeguarding Board and Regional Safeguarding Boards;
  • The interface between these bodies and the Inspectorates;
  • The overall effectiveness of these arrangements in protecting people from harm:
  • Recommendations to further strengthen safeguarding governance in Wales

A final report will be with me in Spring 2026. This review reflects our continued commitment to ensuring safeguarding in Wales is robust, responsive, and focused on protecting those most at risk
