Local authorities can use the CCG to support the needs of the most vulnerable people.

Strategic goals and objectives

The CCG helps support vulnerable babies, children, young people, and adults. It provides early help and prevention services. The aim is to reduce disadvantage and give everyone the same opportunities.

The CCG joins several previously separate programmes into one funding stream.

The CCG has five broad objectives:

  • to provide greater autonomy about how services are delivered, particularly around joint planning and commissioning
  • to provide greater financial freedom and flexibility to enable local authorities to work differently
  • to enable local authorities to plan strategically and holistically
  • to enable service re-design
  • to reduce unnecessary bureaucracy

Programmes within the grant

Funding for 2025 to 2026 is based on the following eight programmes:

  • Families First
  • Flying Start
  • Childcare and Play (including Training and Support)
  • Promoting Positive Engagement for Young People at Risk of Offending
  • St David’s Day Fund
  • Out of Court Parenting Support
  • Playworks Holiday Project
  • Early Intervention Parenting Support

Each programme retains its core objectives and branding. The flexible funding principles of the CCG enable local authorities to use their local knowledge and information to design and manage services to meet the needs of people in their areas.

The only exception is that the funding for the expansion of early years provision via Flying Start (currently Phase 3) is ring-fenced for specific services relating to the expansion and does not benefit from the flexibility offered as part of CCG.
