A list of the fee charges for submitting a significant infrastructure project (SIP) application.

Application fees
Applicants for SIP are expected to cover the full cost associated with the assessment of the application. The fees are published below in accordance with Regulation 3, 6, 7 and Part 4 of the Infrastructure Consent (Fees) (Wales) Regulations 2025.
Fees are payable at main stages of the process:
- Notification fee: £696
- Environmental Impact Assessment (EIA) screening: £1872
- Environmental Impact Assessment (EIA) scoping: £3744
- Pre-application fee (if requested): variable
- Application fee: £196,135
- Local Impact Report (LIR) / Marine Impact Report (MIR) (as applicable payable alongside Application Fee): £13,440
- Additional application fee (where applicable): variable
Fees may also be payable directly to planning authorities and statutory consultees for pre-application services and other services required during the SIP application. These will be published on their respective websites.
Additional application fee
From the start of the application the Welsh Ministers will record all costs incurred in processing the SIP application. If the total costs incurred exceed the Application Fee, we will notify the applicant in advance and request an additional payment to cover the anticipated additional costs.
These additional charges may arise if:
- the scope of the application is exceptionally large or complex
- additional work is required such as change in procedure, additional hearings or inquiries, or additional consultations.
Refund of fees
If the total costs incurred in processing the SIP application are less than the application fee, the balance will be refunded after the decision is issued or if the application is withdrawn.
Applicants are entitled to a refund of the LIR and MIR fee where:
- the submission of the LIR or MIR is two weeks late (refund 50% of the fee) or more than four weeks late (refund 100%)
- where the applicant withdraws the application before the LIR/MIR is submitted
- where the application is not accepted as valid by PEDW.
Making a payment
Applicants should contact PEDW to arrange an invoice at least two weeks before they wish to make any payment. They must provide a completed customer details form for each SIP project, even where an applicant has more than one application with us.
- The customer name, e-mail domain address, and bank account name must all match for audit purposes.
- If you are completing the customer details form on behalf of an applicant, you must include written confirmation of permission to act on their behalf.
What happens when you do not pay
Fees must be paid within 21 days of the invoice date. PEDW will not progress the application until payment has been received.
A failure to pay any fee due within 12 weeks will result in no further action being taken on the application, and the application will be deemed to be withdrawn.
How fees have been calculated
The fees have been calculated based on estimates of staff time and other costs associated with assessing the SIP application.
