Paper to note: update on Public Bodies’ social partnership reports, September 2025

Background
- This paper builds upon a previous paper-to-note, which was tabled at the last meeting (SPC 07 Paper to Note Update on Public Bodies Social Partnership reports), which outlined that six of the fifty-five Public Bodies subject to the duty had submitted their Social Partnership report for 2024 to 2025.
Update
- At the time of the writing this paper, eleven Public Bodies have published their Social Partnership report for 2024 to 2025. Public Bodies who have published their reports are:
- Neath Port Talbot County Borough Council
- Merthyr Tydfil County Borough Council
- Centre for Digital Public Services
- North Wales Fire Authority
- Sport Wales Chwaraeon Cymru
- Yr Eryri
- Welsh Ambulance Service University NHS Trust
- Pembrokeshire County Council
- Monmouthshire County Council
- Qualifications Wales
- Digital Health and Care Wales
- Members have been sent links to all published reports and the SPC Secretariat will continue to share newly published links with members on a weekly basis. The links will be published on the SPC website in due course.
- The SPC Secretariat have received a further four reports (Cardiff and Vale UHB, Conwy CBC, Mid & West Wales Fire and Rescue Service, South Wales Fire and Rescue Service) however, these have yet to be published on their respective websites. Officials are in contact with these bodies, and the links will be shared with members when the reports have been published.
- The Public Bodies that have published their reports have reported that they have provided evidence that they have met the Social Partnership duty, set out in the Social Partnership and Public Procurement (Wales) Act.
Early findings
- It is noted that Public Bodies are including HR related information, which is useful but not required in the social partnership report.
- Where the reports include discussions regarding the Social Partnership duty; not all have provided specific details of when they occurred or what was discussed. This could be due to the first batch of reports being drafted.
Next steps
- An initial analysis of the published reports will be provided at the December meeting if enough reports have been published at that time.
- Once all reports have been submitted by the SPC Secretariat, a full summary report will be submitted to the SPC for consideration.
