Following a series of contract extensions to the funding agreement with Cwmni Egino, an internal assessment was conducted to ascertain suitability for a further extension beyond March 2026.

Cwmni Egino was established in 2021 by the Welsh Government to deliver a site development plan for Trawsfynydd, focused on socio-economic growth. The aspiration at that time was to have a small modular reactor (SMR) under construction by 2027.

In May 2024 the UK Government determined that the Trawsfynydd site would not be included in the initial sites being considered in their SMR competition. Following this, Cwmni Egino was offered a revised interim remit to consider adding social value across the wider north Wales area. The revised remit has generated favourable engagements with stakeholders, as well as a social value handbook and supply chain study.

An internal assessment, the outcome of which I accept in full, determined that the balance between waiting for a clearer development route for Trawsfynydd, and extending the Cwmni Egino remit indefinitely, cannot be sustained. As such, the Welsh Ministers as sole shareholder in Cwmni Egino, intend at the end of the current agreement on 31 March 2026, to pass a special resolution directing the directors to dissolve the company.

Over the remaining months, alongside Cwmni Egino, the Welsh Government will actively engage with key stakeholders to determine the best approach to winding down activities; as well as creating an archive of the works completed by Cwmni Egino, so they may be utilised at some future date.

I would like to formally acknowledge and extend my sincere gratitude to the entire Cwmni Egino team for their dedication and the significant work they have delivered to date. Their collaborative approach has been instrumental in advancing the objectives set for the Trawsfynydd site and supporting socio-economic growth across north Wales. I also wish to specifically thank the Chair, Alan Raymant, for his leadership during this period. I am very aware of the impact that this decision will have. We will work closely with Cwmni Egino and stakeholders to put in place the appropriate support, without limiting options for a future government.
