In 2024 to 2025, North Wales Fire and Rescue Service (NWFRS) underwent a decarbonisation initiative at Llandudno Fire Station with support from the Energy Service. The project focused on replacing the existing gas heating system with low-carbon technologies to reduce carbon emissions and improve energy efficiency. This pilot project forms part of a wider strategy to modernise fire service infrastructure across North Wales, supporting the Welsh Government’s ambition for a net zero public sector by 2030.
Our support
The Energy Service provided a detailed technical assessment and developed a multi-technology strategy tailored to the station’s operational needs. Support included site surveys and feasibility analysis, leading to identification of suitable technologies such as air source heat pumps (ASHP), infrared heating, LED lighting, and solar PV. We also supported with guidance on procurement routes and delivery planning as well as assistance with securing funding through the Public Sector Low Carbon Heat Grant and ongoing support for future applications to the Welsh Fire Programme for solar PV and battery storage.
Technology solution
- Air Source Heat Pump (ASHP) to replace the gas heating system for space heating and domestic hot water.
- Infrared heating panels for the appliance bay to minimise heat loss when doors are open.

Investment
- Funding was awarded through the Public Sector Low Carbon Heat Grant, with additional capital investment planned for future renewable installations.
- NWFRS has also secured approximately £800,000 for heat decarbonisation at its highest energy-consuming site in Rhyl, using lessons learned from Llandudno as a blueprint.
