The Rights of Children and Young Persons (Wales) Measure 2011 placed duties on Welsh Ministers to have due regard to children’s rights when exercising their functions, and to report on how they have complied with the duty. 

Under our Children’s Rights Scheme, we have committed to publishing a report every two and a half years. I am pleased to publish the latest report covering the period April 2023 – September 2025. 

The report provides an opportunity to reflect on the wide range of policies Welsh Government has taken forward to support Welsh children to realise their rights during this reporting period. The report is structured around the principled approach to children’s human rights as set out by the Children’s Commissioner for Wales in The Right Way: A Children’s Rights Approach in Wales. These principles provide the foundation of Welsh Government’s commitment to realising children’s rights in Wales. 

We want a Wales for all children; a wonderful place to grow up, live and to work, now and in the future.
