This evaluation examined whether local authorities considered that their position to ‘see’ and communicate with the child has been strengthened following the publication of the guidance and to find out whether any amendments were needed to improve the guidance.
This research involved interviews with a range of stakeholders across all 22 local authorities.
The report presents the fieldwork findings, and sets out recommendations for the Welsh Government.
A date was set in 2025 for this report to be published before the end of January 2026.
