This research used a Delphi study, which uses a series of questionnaires to gather opinion and aims to achieve consensus, to develop a set of indicators to measure and monitor democratic health in Wales.

A Delphi study with experts identified six main indicators for monitoring democratic health in Wales. These span five dimensions of democratic health: 

  • Electoral democracy
  • Participatory democracy
  • Egalitarian democracy
  • Institutional responsiveness
  • Transparency and media freedom

Indicators include: 

  • voter turnout
  • citizen engagement with councillors
  • demographic representation among elected officials
  • satisfaction with democracy
  • measures of electoral choice, and accountability

Two indicators, electoral choice and transparency, require new expert analysis and are not yet available in Wales. As an interim solution whilst these measures are developed, alternative measures from existing surveys are suggested.
