The long-term policy of the Welsh Government in respect of the Extended Producer Responsibility (pEPR) scheme is for it to include street binned and littered packaging waste in Wales.  This was consulted upon previously in March 2021 and reflected in the government response to the consultation.

The Welsh Government is therefore now consulting on options on how the pEPR scheme could be developed to account for ‘on the go’ packaging waste which is placed in public bins or littered in Wales. 

The consultation will run for twelve weeks from today until 24 April 2026.

The consultation will be accompanied by a draft version of the Regulatory Impact Assessment.
