Findings from a programme-level evaluation of the HAF assessing its sustainability and legacy more than 12 months after funding ended.

The Healthy and Active Fund (HAF) (2019 to 2023) awarded £5.85 million to 17 projects across Wales. The programme aimed to improve participants’ mental and physical health by supporting active lifestyles. It was delivered in partnership by the Welsh Government, Sport Wales, and Public Health Wales.

This report provides the findings from a programme-level evaluation conducted by UK Research & Consultancy Services Ltd (UKRCS) – a follow-up to the main evaluation published in May 2024.

The report assesses the sustainability and legacy of the HAF more than 12 months after funding ended.

Findings include: positive changes in project-level sustainability in terms of behaviour change, further funding, organisational impact and policy influence; it also shows that the HAF generated significant learning on community engagement, reaching marginalised groups, delivery models, and digital innovation.
