Overall, the research found:
- the SMS scheme aligned well with the approach to managing natural resources and ecosystems outlined in the Environment (Wales) Act in achieving project outcomes
- the RPW claims, monitoring and reporting processes were not suitable or appropriate mechanisms for the SMS scheme
- SMS remains at risk of being unable to allocate its total funding in full, with substantial underspend of available EU funding
- overall collaborative working had positive impacts
- overall, projects are performing well against their wide range of funded KPIs and achieving social benefits
- the scheme strongly contributed to the sustainable development objective
