Privacy notice
Welsh Government has commissioned APEM Group to undertake a coastal stakeholder survey. The purpose is to build a clearer picture of, and to extend their stakeholder reach to:
- organisations, groups and community networks involved in marine and coastal activity across Wales
- other community groups and organisations who bring people together within marine and coastal areas
Legal basis for processing
The processing of personal data in relation to Article 6 (1 e) of the UK GDPR.
Processing is necessary for the performance of a task carried out in the public interest or in the exercise of official authority vested in the controller.
Official authority is based on:
Section 3 of the Well-being of Future Generations (Wales) Act 2015, which places a duty on Welsh Ministers to carry out sustainable development, by taking action in accordance with the sustainable development principle.
Public Task is based on GOW Act 2006 Section 60.1
The Welsh Ministers may do anything which they consider appropriate to achieve any one or more of the following objects—
(a) the promotion or improvement of the economic well-being of Wales,
(b) the promotion or improvement of the social well-being of Wales, and
(c) the promotion or improvement of the environmental well-being of Wales.
Subject matter of the processing
A survey will identify relevant stakeholder organisations and contacts to extend Welsh Government’s database of marine and coastal stakeholders. This information could then be used to share information with stakeholders or populate an online map of organisations for the Wales Marine Planning Portal.
Duration of the processing
The collected data will be processed by APEM Ltd from 1 January 2026 to 31 March 2026 (with a potential extension up to 31 May 2026 if needed).
Location of processing
The data will be processed within the UK or the European Economic Area.
Nature of the processing
The following data collection methods will be employed in relation to personal data:
- An online survey, with responses being analysed to produce a spreadsheet of the survey results, along with a short, anonymised report detailing the methodology used and any identified gaps/omissions in terms of current stakeholder reach.
Purposes of the processing
The contractor will invite responses to the survey, collating responses/contact details for the purposes of the Stakeholder Mapping and for future use by the Welsh Government.
Type of personal data to be processed
Name, organisation email address, organisation address and phone number.
Categories of data subjects
Staff within stakeholder organisations, including volunteers.
Plan for the return and/or destruction of the data once the processing is complete UNLESS requirement under union or member state law to preserve that type of data
All personal data will be deleted by the Bidder within 6 weeks of the contract end date. The Bidder will provide written confirmation that deletion has been carried out.
The data will be kept on file by the Welsh Government for the purposes of producing an extended stakeholder contact list and an online stakeholder map, detailing where marine and coastal stakeholders exist, and other administrative activities in future.
Your rights
Under data protection legislation, you have the right to:
- access to the Personal data that we are processing about you
- require us to rectify inaccuracies in that data
- the right (in certain circumstances) to object to processing
- the right for your data to be ‘erased’ or to withdraw consent at any time, by requesting this in writing from the data protection officer (details below)
- lodge a complaint with the Information Commissioner’s Office (ICO) who is our independent regulator for data protection.
