This qualitative study explores how schools are designing and realising a pedagogically and developmentally appropriate curriculum for foundation learning that supports learners.

The formative evaluation of Curriculum for Wales aims to provide a broad qualitative and quantitative picture of how the reforms are working, how practice is changing and how these changes are being experienced by practitioners, learners and their families.

This qualitative study involved fieldwork with 47 participants, who were involved in roles relevant to foundation learning. The sample drew on 19 primary schools representing a cross section by region, school type and language medium.

The report presents findings on:

  • how schools design and plan their foundation learning curriculum 
  • how schools realise pedagogically appropriate practices in line with foundation learning 
  • how schools approach foundation learning progression and assessment 
  • how schools access guidance, support and professional learning relating to foundation learning 

The Welsh Government has considered the findings of the report and published a response.
