Joseph Dooher is a Director of Services at the Welsh Revenue Authority.

Joseph Dooher was appointed as Director of Services at the Welsh Revenue Authority (WRA) in 2026, where he leads the organisation’s service delivery functions and is responsible for the performance, quality and continuous improvement of services to taxpayers and stakeholders.

Alongside his role as Director of Services, Joseph is SRO for the Visitor Levy and National Registration (VLNR) programme, a major transformation programme for the WRA. He oversees the development and implementation of new national services, ensuring effective governance, financial management and stakeholder engagement, and supporting their transition into business-as-usual service delivery.

Joseph previously served as Head of Strategy and Policy at the WRA, where he led development of the organisation’s corporate strategy and policy framework. Before joining the WRA’s senior leadership team, Joseph held a number of senior roles across Welsh Government and the wider Civil Service working in operational and policy roles.

Joseph was born and raised in Newport and educated in Cardiff, and now lives near Swansea with his family.
