External Advisory Board for the Disabled People’s Rights Plan meeting, 23 March 2026: tasks log

This document provides assurance that all actions arising from the inaugural meeting of the External Advisory Board (EAB) on 23 March 2026 have been addressed. It summarises each agreed action and sets out evidence demonstrating completion or progress.

Action 1.1

The secretariat will review the hybrid meeting setup to address audio and accessibility issues.

Status: Complete

Update

• EAB members’ views gathered through correspondence emails and during the inaugural meeting.
• Teams’ sessions held with EAB members on 28^th, 29^th and 30^th of April 2026. Additional meeting to be held on 21^st May for those who cannot attend April sessions.
• Future EAB meetings will be held online using the Teams platform, secretariate will keep this under review to ensure continued participation.

Action 1.2

Members will consider whether future meetings should be held fully online to improve accessibility for remote participants.

Action 2.1

The secretariat will produce a revised draft Terms of Reference reflecting the discussion and circulate to members, as a priority.

Action 2.2

The Secretariat will submit the amended Terms of Reference to the Cabinet Secretary for Social Justice, Trefnydd and Chief Whip on or before 7 April 2026.

Action 3.1

The secretariat will invite expressions of interest to join the External Advisory Board from members on specific areas of work interest to inform future ways of working. For example, “transport”.

Action 3.2

The secretariat will map links with other relevant Welsh Government groups (including anti-racism, suicide and self-harm, and additional learning needs).

• The Secretariat has mapped and confirmed links with relevant Welsh Government policy areas, including anti‑racism, suicide prevention and self‑harm, additional learning needs, autism, learning disability and neurodivergence. Existing engagement is in place with key teams and governance groups (e.g. Equality, Race and Faith Division; Mental Health and Vulnerable Groups Division; ALN policy and former steering structures), alongside alignment with current strategies, delivery plans and legislative frameworks. This confirms that relevant connections are established and monitored to support joined‑up working across related policy areas.

Action 3.3

The secretariat will progress recruitment of three additional Board members, prioritising expertise in: disabled children, additional learning needs and play; emergency planning and climate change; representation from a younger disabled person (aged 18 to 24).

Housing and mortgage discrimination

Action 4.1

Relevant research from the Cross-Party Group on Women will be shared with the Board by EAB member – Fair Treatment for the Women of Wales.

Action 4.2

The Secretariat will discuss the issues raised with Welsh Government financial inclusion policy teams regarding the financial and economic policies affecting income, independence and wellbeing, in line with the Disabled People’s Rights Plan.

• Meeting arranged with an EAB member to discuss inequality around financial inclusion and mortgages for example. 

Transport representation

Action 4.3

Relevant contact details of transport groups/forums in the UK will be shared with the Co-Chairs by the EAB member representing on the UK Disabled People’s Transport Advisory Committee (DPTAC).

Emergency planning and climate change

Action 4.4

A member of the EAB will be identified to lead on this area, via the recruitment campaign for additional members.

Status: Ongoing

Action 4.5

The secretariat will continue engaging with existing emergency planning structures within Welsh Government to ensure disabled people are involved.

Status: Ongoing

Action 5.1

The secretariat will circulate the notes reviewed by the Co-Chairs, followed by translation into BSL and Welsh.
