A review of existing data, with recommendations to improve reporting on Welsh language use in health and social care.

This report was commissioned under a previous government. The policy direction and priorities detailed within the report may not reflect those of the current government.

It supports measurement of progress towards the ‘More than just words’ plan (2022 to 2027). This is the strategic framework to strengthen Welsh-language provision in health and social care. It aims to make sure services are provided in Welsh without users having to request them (Active Offer). 

The study reviews data on Welsh language use across health and social care. It uses: 

  • a structured review of administrative data
  • regulatory returns and surveys
  • stakeholder engagement 

It finds that a wide range of relevant data already exists across the sector. However, data are often fragmented and inconsistently recorded. There are: 

  • gaps in coverage
  • variation between organisations
  • limited availability of data in a form suitable for national analysis. 

This limits the ability to assess Welsh language provision at a system level.

Indicator framework

The report proposes a framework to measure progress over time. It includes 39 indicators across 4 areas, these are:

  • active offer and delivery of bilingual services
  • demand for Welsh-language services
  • workforce Welsh-language ability
  • future workforce Welsh-language ability

Most indicators need additional data sharing or processing before they can be routinely reported.

Data gaps and suggested improvements

The report identifies gaps in the evidence base. These include: 

  • inconsistent recording of language
  • limited data on user experience
  • challenges linking workforce skills to service delivery

It sets out recommendations to improve the consistency, completeness and use of data. These aim to support a clearer approach to monitoring progress towards the aims of the ‘More than just words’ plan (2022 to 2027).
