This is the final report from the three-year evaluation of National Leasing Scheme Wales.

The aim of the evaluation is to understand how the scheme has been operating, including identifying what has been working well and what challenges there have been.

The scheme has contributed to increasing bought empty properties back into use. 307 of the 444 properties in the scheme in September 2025 were previously classified as empty. 

It has also supported improvements to private rented homes through Welsh Government grants for property upgrades and decarbonisation. 

Local authorities highlighted strong Welsh Government coordination and opportunities for sharing best practice as key strengths. 

The scheme particularly appealed to owners of empty properties, accidental landlords and those less dependent on rental income. 

Tenant satisfaction was high, especially regarding housing quality, affordability, tenancy support and longer leases. Support for future housing and employment was rated less positively.
