This is the second of seasonal updates on the Board's work. Since the Spring 2026 update the board has met twice, on 4 June and 9 July.
At the board meeting in June the programme team made proposals to amend the scope and governance structure of the programme, and proposed October 2025 to September 2027 as programme lifecycle dates.
It was proposed that the programme remain responsible for overseeing the:
- production and publication of the revised Welsh Language Strategy
- production and publication of the National Framework for Welsh Language Education and Learning Welsh
- production and publication of the Code to describe ability in Welsh based on the CEFR
- establish the National Institute for Learning Welsh to become operational on 1 August 2027
It was proposed that the work of implementing the National Framework would take place in a business-as-usual manner once the Framework is published. Therefore, the programme will include four projects: Welsh Language Strategy, the National Framework, the Code and establishment of the National Institute for Learning Welsh. Board members agreed in principle.
Research officials gave a presentation on change theory in relation to implementing the Act, and a change theory map was shared, which will be used in policy and planning work. Further updates were provided in the highlight report, and each project lead gave an update on their work.
At the July meeting, the programme's new scope and governance structure were approved. Initial outlines of the Strategy, the Framework and the Code were shared and input from board members was welcomed. The communication plan for the consultation on these documents, which will open in Autumn 2026, was also discussed.
A presentation on the Delivering the Aim project was given to update board members on the extensive engagement that is taking place on the ground in terms of planning in accordance with the provisions of the Act at local authority and school and settings level.
The next period will be one of preparation for the public consultation on the Strategy, Framework and Code in the Autumn term.
