Guidance on the procedures for registering the establishment, closure and amendment of a Pupil Referral Unit (PRU) including satellite sites and portfolio PRUs.

Registration process
The local authority needs to complete the PRU Registration Form and submit it electronically to the Welsh Government Supporting Access to Education mailbox at CMIA.SATE@gov.wales. This must be prior to the opening of the PRU. Unless the PRU is formally registered no pupils can be admitted to the provision.
Once the form has been received, the Alternative Education Provision team will review the details and log the request before submitting to the Welsh Government's statistics department for registration.
The Welsh Government will issue a confirmation email to the local authority confirming the registration. This email will include:
- the PRU’s DfE and (or) School number
- the Unique Reference Number (URN)
Estyn will be included in the confirmation email to inform them of the establishment of the new PRU.
Amending details of an existing PRU
The local authority should notify Welsh Government by email to CMIA.SATE@gov.wales of any significant changes, including:
- a change of PRU location (including the reasons for the move)
- establishment of additional sites for an existing PRU
- a change of PRU name
- changes to the type of provision offered
- changes to the name or contact details of the teacher in charge
Closing a PRU
The local authority needs to complete the PRU de-registration Form and submit it electronically to the Welsh Government Supporting Access to Education mailbox at CMIA.SATE@gov.wales prior to the closure of the provision.
The Welsh Governments’ Alternative Education Provision Team will send a copy to the statistical department who will update their records.
The Welsh Government will provide the local authority with a confirmation of de-registration email.
Estyn will be included in the email to inform them of the closure of the PRU.
