The Prohibition of Greyhound Racing (Wales) Act 2026 received Royal Assent on 27 April 2026. The Act provides for a commencement window between April 2027 and April 2030, requiring the prohibition on greyhound racing to be brought into force at the most appropriate time within that period. This approach allows sufficient time for the industry to wind down its activities in an orderly manner, strengthens arrangements for the rehoming of affected dogs, ensures enforcement bodies are fully prepared, and enables support to be provided to those affected. This will help ensure the transition is managed effectively while safeguarding animal welfare.
To support delivery of the ban, the Greyhound Racing Ban Implementation Group was established in July 2025. The Group provides advice and recommendations on the practical implementation of the prohibition on greyhound racing in Wales. Its membership includes representatives from the greyhound racing industry, the third sector, local government, academia and independent veterinary experts.
I have received the Group's first report, and it has been published on gov.wales. The report highlights the significant progress made to date and sets out recommendations for the Welsh Government, enforcement bodies, third sector partners and the racing industry.
I have responded to the recommendations directed to the Welsh Government and have noted those addressed to others. My response has now been published.
I would like to thank the members of the Greyhound Racing Ban Implementation Group for their commitment, expertise and constructive engagement as we work together to implement the ban on greyhound racing in Wales.
