Research on the implementation and effects of extending voting rights in Senedd elections and changing qualification for membership of the Senedd.

The report sets out findings on the extension of voting rights to 16- and 17-year-olds and qualifying foreign citizens in Senedd elections. It summarises how these groups have understood and experienced the changes, including their awareness, confidence and participation. 

It also considers extending candidacy rights to qualifying foreign citizens and preventing people from serving as both a Member of the Senedd and a county or county borough councillor at the same time.
