Overview
In October 2024, a review of the ALN legislative framework was launched. This was the first step in understanding the issues being experienced by those delivering and navigating the system, and in identifying how we can resolve them.
This review complements the comprehensive ongoing evaluation of the system which has already gathered the perspective of the workforce, parents and carers alongside thematic reports and ongoing evidence from Estyn.
Progress of the review
The responses to the review have given an insight from those involved in delivering the ALN system.
The analysis has confirmed strong support to some of the principles underpinning ALN reform, particularly the focus on inclusion and person-centred planning that puts the voice of the learner at the centre of the whole process.
However, there are several challenges that need to be addressed to improve consistency of delivery across Wales.
The Cabinet Secretary for Education made a statement on 10 July 2025.
Next steps
Over the summer we will work with local authorities and other stakeholders to co-design actions to address the issues that have been identified.
A further update on progress setting out the next steps will be issues in the Autumn.
