Introduction

The dashboard accompanies the ArWAP Measurement Framework, which explains in more detail how the indicators were developed. 

Where possible, indicators have been chosen to align with ArWAP actions and outcomes. However, not all actions are suitable for high-level statistical monitoring.

Data limitations

There are important data limitations to consider when interpreting the indicators in the dashboard.

  • Ethnic groups are sometimes combined into broader categories due to small sample sizes, disclosure issues or because source data is only available at an aggregate level. This can hide differences between more detailed ethnic groups. 
  • Year-on-year changes should also be interpreted with caution, particularly where sample sizes are small.
  • Survey-based indicators may be affected by non-response bias. 
  • Figures are suppressed where the population or sample size is below 10. For National Survey for Wales data, figures are suppressed where sample sizes are below 30. 
  • Where the underlying survey data are available, confidence intervals have been calculated and are displayed. Note that observed differences between ethnicities may not be statistically significant.

Where appropriate, further information on data quality has been included in the dashboard. Links to the source data (including more detailed data quality reports) can also be found in the dashboard.

Some chapters, such as Nation of Sanctuary and Childcare and Play, currently have limited data available. This is due to known gaps in data collection. Work is being carried out to address these gaps in future updates of the dashboard.

How we group ethnicities

Wherever data allows, detailed ethnicity breakdowns are reported in the dashboard. However, in some instances, ethnicity groups have been aggregated to increase the sample size of estimates. 

Data has been mapped to ONS Census 2021 ethnicity categories wherever possible. Further information on categorising ethnic groups is available on the ONS website. 

For brevity, in descriptive text, the census category “White: Welsh, English, Scottish, Northern Irish or British” has been abbreviated to “White British”.

Some indicators in the leadership chapter use a different definition of ethnic minority. For these indicators, Gypsy, Roma and Traveller groups are included in the ethnic minority category, while other White minority groups are included in the White category.

All groups

Everyone in the dataset. Includes records where ethnicity is unknown, refused or not stated.

All ethnic minorities

Everyone who indicated they belonged to an ethnic minority background. Includes White minority groups such as: 

  • Irish
  • Gypsy or Irish Traveller
  • Roma
  • Any other White background

Excludes White: Welsh. English, Scottish, Northern Irish, British and excludes Unknown.

Ethnic minority (excluding White)

Everyone in Asian, Black, Mixed or Multiple, and Other ethnic group. Excludes all White groups and Unknown. 

We provide this in addition to “All ethnic minorities” because some data sources include White minority groups in the “Ethnic minorities” total and some do not.

Asian, Asian Welsh or Asian British

Includes

  • Indian
  • Pakistani
  • Bangladeshi
  • Chinese
  • Any other Asian background

Black, African, Caribbean, Black Welsh or Black British

Includes

  • African
  • Caribbean
  • Any other Black, African, Caribbean background

Mixed or Multiple ethnic groups

Includes

  • White and Asian
  • White and Black African
  • White and Black Caribbean
  • Any other Mixed or Multiple ethnic background 

White

Includes

  • English
  • Welsh
  • Scottish
  • Northern Irish or British
  • Irish
  • Gypsy
  • Traveller
  • Roma
  • Any other White background

Some education indicators based on older datasets use a combined “Gypsy or Roma” category, which is split into separate Gypsy and Roma categories in more recent data.

Other ethnic group

Includes Arab or any other ethnic group.

Mixed or Multiple or other background

Includes all mixed ethnic groups as well as all other ethnic groups. This is a combined category used when sample sizes in the Mixed or Multiple ethnic groups or Other ethnic group categories are too small. 

Unknown

Ethnicity not collected, not available, or not stated, including refusals.
