1.1 Cabinet agreed the minutes of 18 May 2026.

Urdd Eisteddfod

2.1 The Prif Weinidog noted the positive attendance and reception at the Urdd Eisteddfod on Ynys Môn, welcoming the Welsh Government’s presence throughout Welsh communities.

Government priorities

2.2 It was noted that work on the government’s priorities was progressing, following the paper discussed at the previous meeting, with the Prif Weinidog and Dirprwy Prif Weinidog outlining plans for the childcare proposal the previous week. This would ensure progress that people in Wales could see and feel.

2.3 To maintain the momentum, ministers would be making oral statements to the Senedd over the following weeks to outline portfolio priorities for this term of government. The purpose of the statements would be to discuss individual portfolio priorities and objectives at a high level, with reference, where possible, to where these were already in place.

2.4 These statements would also be a way to convey momentum as the plan for the first 100 days continued to be delivered. The Cabinet Office would seek to align statements with reporting on commitments that had been fulfilled in the 100-day plan. The first 2 statements would be from the Cabinet Minister for Health and Care, and the Cabinet Minister for Enterprise, Connectivity and Energy.

3.1 The Prif Weinidog noted it was important to maintain momentum in demonstrating where progress was being made in the first 100 days, and asked the Cabinet Minister for Government Effectiveness & the Constitution to introduce the paper.

3.2 The paper set out the proposed approach to implementation of the First 100 Days Plan, and how progress would be monitored and success demonstrated.

3.3 The asks of Cabinet were to agree the approach to implementation of the plan and the role of the Cabinet Minister for Government Effectiveness, alongside Cabinet Office, in ensuring progress.

3.4 It was emphasised how the relationship between the plan and the priorities was vital, as realising the priorities was key and this plan was the first important step on that journey.

3.5 Cabinet Office would maintain close engagement with all departmental teams on each action in the Plan.

3.6 The 100 day period would run from 18 May to 26 August, and to continue work at pace, weekly updates would be requested. The Cabinet Minister for Government Effectiveness would work to support each Cabinet minister throughout, in particular when there were significant barriers to overcome.

3.7 There would be some outcomes where delivery was dependant on UK government decisions, and the RAG ratings should reflect the government’s efforts to press for change, rather than focus on outcomes beyond its direct control.

3.8 This work was intended as a starting point for discussion with departments, and Cabinet Office would be contacting departments over the following weeks to reach a common understanding.  

3.9 The intention was for this to be a flexible and outcome focussed approach that would allow the government to respond quickly. If the work revealed a different, more expedient, or more pragmatic way to reach the same outcomes, that would be implemented.

3.10 Delivery would depend on strong partnerships, especially with local authorities and wider stakeholders.

3.11 In addition, Cabinet noted that aligning resources with effort would be essential to achieving the outcomes.

3.12 Cabinet agreed the approach to implementation of the plan and the role of the Cabinet Minister for Government Effectiveness, alongside Cabinet Office, in ensuring progress.
