Item 1: Minutes of the previous meeting
1.1 Cymeradwyodd y Cabinet gofnodion y 2 Mehefin 2025 / Cabinet approved the minutes of 2 June 2025.
Item 2: First Minister’s items
Teachers’ pay
2.1 The First Minister invited the Cabinet Secretary for Education to provide an update on teachers’ pay. The report of the Independent Welsh Pay Review Body (IWPRB) would be published the following day and it would be recommending all teacher’s salaries and allowances should be increased by 4.8% from September 2025.
2.2 However, given the financial situation, the government would be consulting on a 4% funded pay rise. This reflected the fact the government was able to deliver a pay award of 5.5% the previous year, significantly higher than the IWPRB recommendation of 4.3%.
2.3 Cabinet noted that NHS nurses had commenced a ballot on pay earlier that day.
Item 3: Senedd business
3.1 Cabinet considered the Plenary Grid and noted the oral statement on ill health prevention had been withdrawn due to the Cabinet Secretary for Health and Social Care suffering a family bereavement. The First Minister thanked Cabinet for assisting with cover during his absence. Voting time was scheduled for 6pm on Tuesday and around 7.25pm on Wednesday.
