Chris Millward is Professor of Practice in Education Policy at the University of Birmingham.

Prior to joining Birmingham in 2022, he served as Director for Fair Access and Participation on the board and executive of the higher education regulator in England, the Office for Students. 

Between 2006 and 2017, Chris worked for the Higher Education Funding Council for England as a Regional Consultant and then Director of Policy. He was also Head of Research Programmes at the UK Arts and Humanities Research Board during its transition to a Research Council from 2002 to 2006.

In addition to his role at Birmingham, Chris is a Marshall Scholarships Commissioner and a Trustee of the Society for Research into Higher Education. He also chairs the Advisory Board for the ESRC Centre for Global Higher Education and serves on the British Council’s Education Advisory Board. Chris grew up in Stockport and attended his local state school before studying at the universities of Warwick and Manchester.
