This report presents a Theory of Change (ToC) logic model representing the impacts, outcomes, outputs, activities and inputs of the Welsh Government's Climate Action Wales Public Engagement Strategy (2023 to 2026).
The dependencies, assumptions and risks of the Strategy that were identified through workshops and evidence review are also explored in the report.
A ToC is the first step in preparation for a future theory-based evaluation. The report makes recommendations for future evaluation of the Strategy.
