Item 1: Oversight Board Terms of Reference
1.1 The First Minister welcomed attendees to the first meeting of the Board.
1.2 The First Minister and the Leader of Plaid Cymru agreed the Terms of Reference for the Oversight Board.
Item 2: Programme for Government
2.1 The First Minister and the Leader of Plaid Cymru discussed the updated version of the Programme for Government.
Item 3: Policy Committees
3.1 The Board noted the paper which set out the early thinking on the proposed policy committees to be set up as part of the Agreement and agreed the importance of a flexible, adaptable approach.
3.2 The Board discussed progressing the programme of work underpinning the Agreement, highlighting the work already underway, including the sharing of information and discussions between the Designated Lead Member and relevant Ministers.
Item 4: Any Other Business
4.1 The Board reflected on their experiences of how the Agreement had been received, noting that the spirit of co-operation between parties had been generally welcomed.
4.2 The Board noted the Llywydd’s statement on the impact of the Co-operation Agreement on Senedd procedures that week.
