The Commercial Procurement Directorate (CPD) commissioned Jane Lynch from the Centre of Public Value Procurement to conduct an independent stakeholder engagement process to understand how the CPD is performing against its responsibilities and commitments set out in the Wales Procurement Policy Statement.

The report is the culmination of:

  • A quantitative survey, which received 61 responses from external stakeholders of the CPD, which provided an overview of feedback themes across the CPD’s stakeholder base.
  • Anonymous in-depth qualitative interviews with 27 middle and senior managers from the Welsh Public Sector, which provided detail, clarification and greater understanding of the feedback.
  • Analysis of the survey and interview data, followed by recommendations for improvement.

CPD will respond to the report in due course and, where appropriate, develop an action plan to address recommendations. Further information will be provided to stakeholders at that time.
