This report provides a view of how the Welsh Government’s strategy to tackle loneliness and social isolation can be evaluated.

The report shows that there is scope for process, impact and economic evaluation of the strategy and its associated programmes.

The main finding is that attributing change to the system-wide strategy is likely to be complex and challenging for evaluators.

Other findings suggest that data collection, availability of resources, and ethics will be essential considerations.
