The Welsh Government commissioned Strategic Research and Insight (SRI) to carry out qualitative research to understand people’s experiences and views of the council tax system in Wales. The research used a combined approach of focus groups and in-depth interviews, allowing exploration of shared community experiences alongside more personal, one-to-one reflections.
Fieldwork for the study was conducted between August and November 2025.
