Introduction
The Welsh Government wants to engage with the research community on important questions relating to our Welsh language strategy, Cymraeg 2050: A Million Welsh Speakers. A Cymraeg 2050 Areas of Research Interest (ARI) document has been published to facilitate this engagement. The ARI sets out questions and issues on which we would like to see more research evidence and engage with experts. As part of this, we are inviting the research community to share information with us about their expertise and evidence, and we are building a network of contacts for ongoing collaboration and engagement. We will map individuals to areas of expertise, and links to or summaries of past, current or planned research relevant to Cymraeg 2050.
What information are we collecting?
Personal data is defined under the UK General Data Protection Regulation (UK GDPR) as ‘any information relating to an identifiable person who can be directly or indirectly identified by reference to an identifier’.
To be a part of our network of contacts for the Cymraeg 2050 ARI, we will collect the following personal data from you by email, at events or through a short online contact form:
- Name
- Email address
Why are we collecting this information?
We are collecting this information to:
- Identify and map research expertise and evidence relevant to the Cymraeg 2050 ARI
- Build networks and facilitate engagement within the research community relevant to Cymraeg 2050
Welsh Government officials will use this information to contact you about research and/or to invite you to take part in events, either relating to Cymraeg 2050 specifically or the Welsh Government’s ARIs more generally.
Who will have access to your information?
The personal data and information you provide will be accessed by relevant Welsh Government officials and other individuals within the research community relevant to Cymraeg 2050. Your contact details will not be published or shared beyond this group without your permission.
We may include information that you signpost us to that is already publicly available (e.g., published research reports or published biographies) in reports or papers that we share beyond this group or publish. We will check with you before including information that you signpost us to that is not already publicly available.
What is the lawful basis for using your data?
The Welsh Government is the data controller of the information you provide.
The lawful basis for processing information for this Cymraeg 2050 ARI is our public task; that is, exercising our official authority to undertake the core role and functions of the Welsh Government.
How secure is your personal data?
Personal data provided to Welsh Government is held on secure servers, and for this ARI, a folder has been created that has access restricted to the relevant Welsh Government officials. Personal data you provide will be stored in this restricted folder.
When conducting surveys, the Welsh Government use a survey software programme called SmartSurvey. We have ensured that SmartSurvey is UK GDPR compliant and meets our expectations in terms of the security of any data collected via the software.
The Welsh Government has procedures to deal with any suspected data security breaches. If a suspected breach occurs, the Welsh Government will notify you and any applicable regulator where we are legally required to do so.
How long do we keep your personal data?
We will process the information you provide on an ongoing basis as we seek to strengthen our evidence base for Cymraeg 2050. At points when the Cymraeg 2050 ARI is updated and republished, or within three years of publication of this ARI (whichever comes first), we will contact you to provide an opportunity for you to request to remove your personal data from our repositories, if you wish.
As per your rights under UK GDPR, please contact us at any time if you wish to remove your personal data from our repositories.
Individual rights
Under UK GDPR, you have the following rights in relation to the personal information you provide as part of this Cymraeg 2050 ARI. Specifically, you have the right:
- To access a copy of your own data;
- For us to rectify inaccuracies in that data;
- To object to or restrict processing (in certain circumstances);
- For your data to be ‘erased’ (in certain circumstances); and
- To lodge a complaint with the Information Commissioner’s Office (ICO) who is our independent regulator for data protection.
