Ukraine response - Host top-up payments 2026 to 2027    

1 April 2026

The Cabinet Secretary for Social Justice, Trefnydd and Chief Whip has agreed to continue to pay host “thank you” payments (£150 per month) to individuals hosting guests from Ukraine who arrive via the Welsh Government’s super sponsor route only. The monthly payment will be available to hosts for the first 12 months of their guest’s arrival in the UK.

The Deputy First Minister and Cabinet Secretary for Climate Change and Rural Affairs has agreed to open a recreational catch and release fishery for bluefin tuna for charter vessels in 2026, while exploring a small trial for individual permits. The deputy First Minister has also agreed to allow targeted commercial fishing for bluefin tuna in the Welsh zone and has agreed to allow the sale of bycaught bluefin tuna.

They have also agreed to underwrite potential qualification development costs of up to £120,000 in 2025 to 2026, with a further £120,000 to be committed in 2026 to 2027 from the Apprenticeships budget.

The Cabinet Secretary for Education has agreed that work proceeds to finalise the draft statutory framework for youth work to bring it into force by April 2026, for the allocation of £25,000 to the Council for Wales of Voluntary Youth Service core grant in 2025 to 2026 to support grassroots organisations to prepare for the new framework, and for a further £50,000 to be allocated to Education Training Standards Cymru  to expand on activity undertaken to deliver the cross-sector youth work workforce development programme in 2025 to 2026 to address some of the barriers faced by voluntary sector organisations in accessing training.
