The Cabinet Secretary for Education, the Cabinet Secretary for Economy, Energy and Planning, and the Minister for Culture, Skills and Social Partnership have agreed to amend the Priority Qualification List to support changes to construction apprenticeships, including the introduction of new Level 2 and revised Level 3 qualifications. They have also agreed to underwrite potential qualification development costs of up to £120,000 in 2025 to 2026, with a further £120,000 to be committed in 2026 to 2027 from the Apprenticeships budget.

The Cabinet Secretary for Education has agreed that work proceeds to finalise the draft statutory framework for youth work to bring it into force by April 2026, for the allocation of £25,000 to the Council for Wales of Voluntary Youth Service core grant in 2025 to 2026 to support grassroots organisations to prepare for the new framework, and for a further £50,000 to be allocated to Education Training Standards Cymru  to expand on activity undertaken to deliver the cross-sector youth work workforce development programme in 2025 to 2026 to address some of the barriers faced by voluntary sector organisations in accessing training.
