Proposed Climate Innovation programme 2026 to 2027 workplan

The Cabinet Minister for Cabinet Minister for Rural Resilience and Sustainability has approved the proposed Climate Innovation Work Programme for 2026 to 2027.

2026 to 2027 capital grant awards for local museums, libraries and archives

The Trefnydd, Chief Whip and Cabinet Minister for Culture and Sport has agreed to lift the embargo and allow successful local museum, library and archive organisations to publicly announce their 2026 to 2027 capital grant awards.

Programme of Work – Safeguarding in Education

The Cabinet Minister for Education and the Welsh Language, Deputy Minister for Skills and Tertiary Education and the Deputy Minister for Social Care, Mental Health and Women’s Health have agreed to a safeguarding governance review across education, faith and sport settings, revisions to Keeping Learners Safe guidance and Handling Allegations of Abuse against Teachers and Other Staff guidance. The Cabinet Minister for Education and the Welsh Language has also agreed the funding package for Gwynedd for 2026 to 2027 and 2027 to 2028 and for the continued development of associated professional learning and Relationships and Sexuality Education resources.

Building Safety (Wales) Act - Implementation Planning

The Cabinet Minister for Local Government, Housing and Planning has agreed the indicative timeline for implementation of the Building Safety (Wales) Act 2026 and the approach to transitional funding being made available to local authorities working towards implementation of the Act.

Welsh Fisheries Funding Schemes 2026 to 2027

The Cabinet Minister for Rural Resilience and Sustainability has agreed the 118 Welsh Marine and Fisheries Scheme applications that passed stage one assessment proceed to stage two, accepting a managed overcommitment at this stage and approve two further Coastal Capacity Building projects, noting an over commitment.

Increase to Natural Resources Wales Approved Mileage Allowance Rates

The Cabinet Minister for Rural Resilience and Sustainability has agreed for Natural Resources Wales to implement an increase in its business mileage rate from 6 April 2026, in line with the updated HM Revenue and Customs Approved Mileage Allowance Payments rates.

South Wales Fire and Rescue Authority Intervention

15 July 2026

The Cabinet Minister for Local Government, Housing and Planning has agreed that the intervention in the South Wales Fire and Rescue Authority (FRA) should remain in place until after the 2027 local government elections and that a role should be developed for FRA members alongside, aimed at developing arrangements and conditions that will provide for a smooth and effective transition out of the intervention in due course and agreed that a replacement Commissioner should be sought and appointed to replace Commissioner Carl Foulkes who will leave that role on 31 July and also agreed that lawyers should be instructed to amend the South Wales Fire and Rescue Authority (Exercise of Functions) (Wales) Directions 2024 to reflect the change in Commissioners (SLR-1022).  In addition, the Cabinet Minister has agreed funding of £3,000 for independent advice from Cardiff University on options to mitigate the risk of an ineffective transition, and £3,562 to meet final costs associated with the Welsh Local Government Association producing new FRA member role descriptions and a training and development package.

Establishing a Homelessness Reform Delivery Partnership

The Cabinet Minister for Local Government, Housing and Planning has agreed to establish a national Homelessness Reform Delivery Partnership as the primary mechanism for engagement with local authorities and wider delivery partners to support implementation of the Homelessness and Social Housing Allocation (Wales) Act 2026.

British Association of Social Workers (BASW) Cymru Consultant Social Worker Funding

The Cabinet Minister for Health and Care and the Deputy Minister for Social Care, Mental Health and Women’s Health have agreed continued funding for BASW Cymru to host a national Consultant Social Worker specialising in matters relating to race to support delivery of the Anti-racist Wales Action Plan. They have also approved funding of up to £110,000 for the period 2026 to 2027.

Judicial pay award

The Deputy First Minister has authorised a pay award of 3.5% for 2026 to 2027 for all members of the Welsh Tribunals. The award is backdated to April 2026.

Wales Resilience Framework

6 July 2026

The Prif Weinidog has agreed to retain the Wales Resilience Framework and Delivery Plan and agreed a set of actions to further enhance Wales’ resilience, including the creation of an independent resilience advisory panel.  In addition, he agreed to annual dedicated Cabinet on resilience, strengthened cyber resilience, working cooperatively with the UK Government for the benefit of Wales and engaging with senior leaders of the Wales Resilience Forum to confirm the government’s commitment to strengthening Wales’ resilience.

Donation to Disasters Emergency Committee - Venezuela Earthquake Appeal

Research on young carers in education

The Cabinet Minister for Education and the Welsh Language has agreed to commission further research to strengthen the evidence base on young carers in education, building on published Welsh Government analysis of School Health Research Network (SHRN) data, including analysis of anonymised data on educational outcomes and exploratory work to inform longer-term approaches to data collection.

The Cabinet Minister for Local Government, Housing and Planning has approved funding of up to £3.5 million, profiled across three financial years, for the delivery of a Housing Survey for Wales in 2027 to 2028. The Deputy First Minister and Cabinet Minister for Social Justice and Equality has approved the funding of £50,369 to support the development of the fuel poverty elements of the Welsh Housing survey for 2027 to 2028. This cost will be incurred in 2026 to 2027.

COVID-19 Vaccination Programme and National Influenza Immunisation Programme

The Deputy Minister for Public and Preventative Health agreed to the issuing of updated legislative directions and service specification for the COVID-19 Vaccination Programme and amending legislative directions for the National Influenza Immunisation Programme from autumn 2026.

Royal Collections Trust Loans to Amgueddfa Cymru

The Trefnydd, Chief Whip and Cabinet Minister for Culture and Sport has agreed to continue the process of indemnifying collections on loan from the Royal Collections Trust to Welsh national organisations such as Amgueddfa Cymru by undertaking, up to the agreed value of the items within the agreed indemnity ceiling, minus the first £25,000.00, to be set out in the Undertaking. Any requests for new undertakings will be considered on a case-by-case basis.

The Cabinet Secretary for Local Government, Housing and Planning has agreed the plan for bringing the Homelessness and Social Housing Allocations (Wales) Act into force, including the approach to commencement, the proposed timing for when different provisions will come into force, and the key priorities for local authorities in the period before Phase 1 of the Act comes into force.

Fuel Support for Gypsies and Travellers Living on a site
