The report includes a literature review and initial engagement with stakeholders involved in the planning, implementation and delivery of the programme.
A series of scoping interviews, predominantly on a one-to-one basis (and conducted virtually via Microsoft Teams or other videoconferencing software), have been undertaken throughout the scoping phase of the evaluation. Initially, preliminary scoping interviews were held (in August and September 2020) with six key representatives of the Welsh Government and the HEFCW.
