This report details the initial findings from an evaluation of the homelessness interventions in Wales. Specifically, the evaluation includes Phase 2 approach to homelessness, Housing First, and the Youth Homelessness Innovation Fund.

This first report presents the key findings from the evaluation to date. It focuses on findings from the first year of fieldwork, looking at the policy and programme Theory of Change and fieldwork with service and housing providers. The final report will include further case study work with service users.
Fieldwork is ongoing, and a full research report will be published once the evaluation has been completed.
The findings focus on the following areas: prevention and early intervention; prioritising rapid and permanent rehousing; partnership working; service user co-production; trauma informed and person-centred approaches; and measuring performance and impact.
