An evaluation of Property Infrastructure Fund and Property for Business Development Grants funded through the ERDF and delivered through the West Wales and the Valleys Operational Programme 2014 to 2020.

The Property Infrastructure Fund (PIF) and Property for Business Development Grants (PBDG) are part funded by the European Regional Development Fund and seek to increase the quantity of high-quality employment floor space available to Welsh businesses.

Main findings

  • Original targets for PIF and PBDG were unobtainable, 4 projects were run under each operation.
  • The management and delivery processes have worked effectively and efficiently.
  • Main delivery challenges related to the long timescales required to progress projects.
  • Funded premises are now occupied or have tenants waiting to move in.
  • Clear evidence shows PIF/PBDG has led to investment in local areas.
  • Benefits from the operations include creation of jobs for locals, improved productivity, improved client engagement and staff morale.
  • Operation has evidenced clear value for money.
  • The operation has made a wide range of contributions to Cross Cutting Themes particularly sustainability and tackling poverty and social exclusion.
