The evaluation had two aims:
- to examine how, and to what extent, the Sabbatical Scheme contributes to change in the way Welsh is taught, or the way it is used as a medium of teaching in schools
- to assess the contribution of the Sabbatical Scheme to professional development provision for practitioners to develop their Welsh language skills or to teach through the medium of Welsh
