This review provides an overview of the literature in relation to a range of mechanisms of funding local government and evaluates the likelihood of their effectiveness in Wales.

Evidence is required to understand the potential for reform of the Local Government finance framework in Wales; to ensure it supports the Government’s ambition for a reformed Local Government in the future.

This review explores evidence from the UK and further afield focussing on different approaches to local government finance, local taxation systems and methods of allocating resources. It also explores the trade offs that have to be considered when redesigning funding systems.
