This research pulls together evidence from the literature on the development of charters including best practice, barriers and enablers.

The charters covered by the research will focus primarily on Taxation Charters, but will also cover other public service charters. This document synthesises this research, finds common messages, and places it in a Welsh context.

The Tax Collection and Management (Wales) Bill establishes the Welsh Revenue Authority (WRA) and puts a duty on the WRA to prepare and publish a charter of standards and values (a Taxpayers’ Charter).
